Residual current device

I am hoping to convert a brick shed into a utility. There is electric/water to the shed, but there is a warning on the electrics: 'the installation must be modified and protected by a residual current device before use'. What is this/does this do, and would it be expensive?

RCD basically detects any electrical power leaking, ie wires touching metalwork, or even yourself, and if so will very quickly disconnect the power before it kills you. If consumer unit inside the house is quite modern, it should be an easy fix. Budget maybe £90
