Front of house flat roof dormer

I own a semi detached house in the UK set over 3 floors (which includes the loft). The previous owner converted the loft and the property has a flat roof dormer to the back. Inside the loft conversion, the back has two rooms and the front of the house has an ensuite with one wall practically being the sloped roof. One issue is that in the ensuite the sloped angle of the roof means that you can only stand in half of the ensuite's floor area, which makes it a little uncomfortable/takes some getting used to without hitting your head on the slope. Ideally, I would like a dormer to avoid this issue, and make better use of the ensuite space (potentially halving the floor space and make one of the other rooms in the loft larger). I understand that building a flat roof dormer at the front of the property requires planning permission and is outside the scope of permitted development? I don't see many properties with a flat roof dormer at the front of the house.. My question is.. A) How likely is it for planning permission to be granted? What could be the reasons for rejection? No one else in the close proximity to my property has a flat roof dormer to the front of their property. B) Does a front of house flat roof dormer extension put off potential future buyers? Is it deemed "ugly"? C) Are there any other considerations needed for a flat roof dormer at the front? Thanks in advance.
