Can you plaster over a 'seashell' artex ceiling?

No. The wet plaster will wetten the artex and it will all fall down . Please note - until mid 1980-s artex was made with white asbestos to strengthen it .

Hi , ceiling needs scrapping to get rid of high points, then given two coats of PVA, and then it ready to be skimmed

Only if artex is in a sound condition, otherwise plaster will pull down artex G , branch plastering
