Sky Installation in Coldside

Job description:I live on the third floor and my ariel would need to be put on the roof, accessable through my upstairs neighbours flat. There is already a dish up there with cable coming through my window from previous owners however it apparently needs another cable connected to be able to get Sky+. I am always being offered deals by sky but they refuse to do my installation as I live too high up. Can you help? I have been asked to supply more information however I don't know what information is required? I live in a listed building so cannot have a dish attatched to the wall. Sky have adised they connot access the roof as it is a fourth floor.
