Chimney breast wall in upstairs bedroom is discoloured and with the recent down pour is showing... in Hillsborough

Job description:Chimney breast wall in upstairs bedroom is discoloured and with the recent down pour is showing more wet patches. Inside attic wall adjacent to this is dry and so is plaster boards. Could be flashing? Well next door said builder checked it last year and was fine??? Outside chimney showing frost damage-bits of brick face have fallen off. There is a cowl over chimney pot and is fitted correctly. Any ideas welcome.
