Room on top of a double garage in Fishponds

Job description:I would like to investigate constructing a room above my garage in Fishponds, Bristol. There are a couple of other constructions of similar 2 story height along the same road at the rear of the properties so I believe planning permission shouldnt be an issue but will be investigated. The main purpose for the room will be for a gym come meditation room as I am a keen practitioner of the Martial Arts. The garage is a double & is of block construction, I would like the upper room to have a small decked balcony if possible with wooden steps (external) from top floor to the garden, allowing access from the outside of the building. I am open to ideas & suggestions on this but would like a quote to provide this construction. My dad & brother are spread�??s & I am an electrician by trade so those areas would be covered but would like all other aspects of the build completed by yourselves. I am happy for a brick construction (if no further footings are necessary) or a wooden con struction. Many thanks if you can help
