Repair damp area of external wall in Hampstead Town

Job description:the adjoining neighbours wall and my outer wall are suffering badly from what I'm pretty sure is rising damp. The plaster is perishing and permanently damp and the floor boards are mouldering. the area extends behind a radiator which will probably have to be removed to get at the problem.
