Outside extension to be done in Canton

Job description:I am interested in an extension off my double garage which will run down the side of my house which is detached. I am looking to make this room into a games room with pool table and projection television and possible bar. I am not sure what planning permission I would need and really require someone who can draw me up some ideas of how best to use the land I have. I would require someone who has the necessary contacts with electricans, plumbers, plasterers and landscape gardeners so that the whole job can be done through one person.
