Extend kitchen internally in Jumpers

Job description:knock through from kitchen (approx 1.5m) to bathroom, block up a dorrway and build another small wall with a doorway in order to create a smaller wc/utility area. Would you be able to advise on building regulations or would we have to employ an architect? Looking for an idea of cost and time
