Damp patch appearing on interior wall in New Town

Job description:I had a new damp proof course when I moved into my terraced Victorian property 4 years ago. Over the past year or so a damp patch has slowly been appearing on an internal wall in my living room where the damp course has been done. There is no staining so I don't suspect a leak from next door. I have a Damp Proof Course guarantee for 25 years but will be charged £100 call out fee if the damp is not down to their workmanship. I would need advice from a builder before getting them back
