21st centuary roof required in Northwood

Job description:Dear Sir We have a felt main roof, semi-detached, with an apex and pitch of approximately 22 degree's. It has for insulation cement and straw blocks and only has approximately a 9 inch roof void with no access, other than a 9x6 inch vent plate, which is no longer required due to change of boiler, but it can't be lagged. The top covering is felt and many houses on the Isle of Wight are like this. There are eight just in this street. We would like to replace the roof and at the same time insulate to the highest standard possible to reduce carbon footprint, heating costs and reduce heat upstairs during summer months from direct heat from sun and release from concrete blocks well into the night. Last summer temperatures of 30 degree's were common place. What is the best way to address this? Can we get a government grant? we are not on benefits but only have one wage earner. I am trying to do my bit but feel frustrated at the lack of support and advice. I have asked many contractors and government departments but can't get advice. I am happy for my house to be used as an example if it gets me to a position where I know what I can do and how to do it instead of being passed from pillar to post with no resolution. I have been trying since 2004 to achieve this. I look forward to yours or any response in due course.
