Create door out of window into back green in Inverleith

Job description:Main door tenement flat: We want to turn the bedroom window into a door to give direct access into the back garden. It is a double sash window. There would be a couple of steps down into the garden and we would like a hand rail on one side of the steps. I am not sure if planning permission is needed which would add to the time scale below. We have just bought the property and will not get access until the 1st August. Has anyone done a similar job in the area and could give me an idea of times and cost. Thank you
