Job description: flat in a basement of an old building, have water wicking up a chimney breast. so it is blowing and salt coming through the plaster, we have a drainage system around the perimiter of rooms, that if water rises a pump kicks in ,i think problem from next door but neighbours not having any of it! they say no problem with them. repainted 4 years ago and now ww have paint peeling off of ceiling. not condensation! need advice on what is needed to resolve this problem. t
