Plaster on the wall has bubbled & started crumbling away. in Headingley

Job description:Plaster on the interior of an external wall had bulged out & appeared to have bubbled & chipped off the wall easily suggesting what I believe to be damp. When chipped away the brick behind on the internal wall the mortar is black? I am currently trying to dry out the wall with a dehumidifier but nothing much is happening. I don't know how far its spread & whether it is caused by a rotting window above or damp proof course problems.... Have chipped out an area approx 15cmx30cm but bubbled area appears a lot bigger - 2mx2m approx
