Remove built-in shelves in living room and plaster in West Allotment

Job description:Our living room has built-in shelves. We want to remove the shelves and plaster the walls to create an alcove. However, because we have a Back boiler there is a vent in the skirting (which we would like removed). We want to know... A. Can the shelves be removed and the wall plastered? B. Would a new vent need to be placed on the other skirting? C. An approximate cost for all of this.
