I have damp coming through dining room wall in Upper Heyford

Job description:The outside wall is rendered with a fibreglass sheeting with pebbledash on the outside. The dining room is getting damp which is travelling along the skirting and I have had the collar replaced outside on the stack pipe but it is still damp. I wonder if the render has come off underneath on the bottom of the wall pulling out the pointing. I need a builder or dampproof expert to give me a free quote so that I can decide whether to pay or go the insurance route
