Need a vent opening on the outside pavement which provides ventilation to my cellar in Spotland and Falinge

Job description:Every house on my block has a a big grid vent immediaitely outside its front door which provides ventilation to the celler underneath. My house however doesnt, all it has is a plumbing pipe going down through the tarmac into the cellar. This does not provide enough ventilation and i am experiencing damp in the cellar. I have spoken to the council who are responsible for the pavement and they have informed me that i need a builder who has public liability insurance and who will then open the highway (pavement) while the work is overseen by a representative from the highways agency and then create the necessary vent.
