Toilet gremlins in Castle

Job description:My toilet is filling the bowl whenever I flush. It removes solids, but doesn't touch the paper. I think there may be a blockage, although I only ever put paper down it. It could be further along in the system. I have tried sticking my pipe cleaning slinky down there, but it doesn't seem to hit any blockages. I have also tried pouring buckets of water down it to shift the build up but this hasn't helped.
