Blocked downpipe in Linn

Job description:cast iron internal downpipe blocked about 2ft down it has had rods and liquids put down it.the guttering conects to a elbow before going in to wall would want this elbow replaced if this blockage can be cleared. downpipe is about 35ft high.this downpipe is also the soil pipe.was wondering if a power jet could be feed through toilet pan into pipe and blasted upwards with external elbow removed.
