Toilet won't drain away waste into main drain in Harington

Job description:Bad plumber came out as toilet won't drain waste, checked toilet, advised drain issue between outside drain leading into house, took money anyway even though the problem wasn't fixed. When checked, water only trickled out of toilet into main drainage pipe. He advised there must be a bend in between house and drain that's why water and waste isn't draining as necessary. Toilet will flush, but won't flush solid waste ad water in toilet rises to nearly overflowing then trickles away. Need a quote desperately as unable to use the toilet. The money will be paid by the council by cheque after work is completed, not paid by the home owner. If this is a problem, please don't reply.
