Garden drainage problem: garden slopes towards house with significant water pooling at edge of hous in University

Job description:New garden (57m2) - just soil (not top soil) and a few paving slabs along edge of house. Garden slopes down towards house. Initially 4 to 5 feet of soil near house had large pools of water that never drained. I got black membrane and shingles down on all of back garden. Now the 5 by 5 foot of paving slabs and about 3 foot by 1 foot of shingles either side of paving slabs sit with one inch of water (includes up edge of house) every time it rains. Water not on rest of shingles but ones around paving slabs never dry out.
