Top of pipe has fractured due to frost soil has now got in and water overflowing in Knowsley

Job description:My garage, at rear, is a lower level than garden. Soakaway was fitted in front of garage door under lawn piping was taken to about 6ft from main drain. I was told it could be connected at some point, I do not want to do this as this drain takes rain from my neighbours roof as well as mine and I have in the last two years had part of the garden paved. I think the elbow needs replacing and pipe flushing out. During the past two winters the top of the pot has fractured and debri has now blocked the drain.
