Cellar filling up with water from drains next door in Woodville

Job description:My cellar is filling with water. We have rodded the sewerage drain next door and cleared that. We have dug a hole in the cellar and there is a ceramic pipe in there broken but when rodded, it is as if a manhole has been filled up next door. We got a pump and pumped all the water out but as soon as water is pumped out, it comes back in from next door at floor level in the cellar
