Shower is fusing, may or may not be electrical or plumbing problem in Edgbaston

Job description:Shower has repeatedly fused. Planned to replace shower but when I came to remove fuse from fuse-box it came out in 2 halves and it had damaged the fuse holder, so clearly it blew in style! Guessing it is more likely to be an electrical problem. In 1-bed flat.
