Electrical Review of entire flat-need honest inspection in Arboretum

Job description:I have a new flat in Derby with all electric - immersion heater, cooker, combined wash / tumble and 6 electric radiators. Over 5 quarters the electricity bill has not varied even when over summer the radiators were not used at all. The cost appears excessive. I need an independent audit of the system. I am happy to know that the system is not cost effecient - it is a relatively inexpensive flat and I suspect the heater / radiators are not the most energy efficient. But I want an independent view. If the system needs upgrading as I can afford it I will do it, but initially I want a few hours of someone's time to determine if there is a more fundamental reason why the bills remain constant throughout the year and appear expensive.
