Lights flashing on and off in kitchen in Stamford

Job description:We now have little or no light in the kitchen. The main ceiling lights occasionally flash on and off but are mostly off. Replacing the bulbs has not helped. Also, all under cupboard lights have gone. We can not just replace the bulbs as these are MFI lighting systems and all needs to be replaced. We also need outside lights at the front and back of the house. Plus, please can you quote for an IEE inspection as our house was re-wired 2 years ago.
