Kitchen and bathroom re-wired, power and lighting. Sparky then said he can't sign it off! in St Margaret's

Job description:We had our kitchen re-wired by an electrician recommended to me by our plumber, who had done a good job. The electrician re-wired the kitchen to the existing board and also the bathroom. Just power and lighting. He said all the way through that this is all up to part p standard, but then when I asked him to sign off said he wasn't able to because he wasn't certified to test/inspect. Have had no problems with the work, just want it inspected and signed off. Also, have some spot lights I want putting into the landing ceiling and a double plug socket into the hallway (the wall where i want this socket has a socket on the other side in the spare room so guess you can just tap into that?).
