Electrical Repair Work Required in Thorplands

Job description:problem with hot water immersion system. The plumber has changed the immerser twice and problem stil persits - the water is only getting warm not heating up, electricity bill has more than doubled. Plumber Now insists that the propblem is electrical. He thinks that the electric cable from the wall to the hot water tank maybe causing ressitance and insulation is crumbly. We need the entire electrics to be checked to find out what is going on. An urgent request as there is a young baby in the house - Please help!
