Test supply to boiler storage heater, move storage heater if possible in Holbury

Job description:There is no supply to the bottom part of the boiler (i had a plumber round and said there was nothing he could do). The storage heater- not sure what's wrong with it. Also, if possible i would like the heater moved to a different wall
