Remedy problems with block paving in Sandiacre

Job description:We have a large area (2 squares - 1 approx 15' x 15', one 15' x 30') of block paving to the front and side of our house, which was obviously laid by the previous occupants without any kind of liner underneath to suppress the old front garden which is underneath it. In summer, the lawn and weeds virtually grow through the paving. We have tried 'patio grout' but the spaces between the bricks aren't big enough for it to take hold. Ideas welcome, although we fear it may require the blocks being taken up, a liner put down, and relaying. We do not want to simply concrete over the existing bricks.
