Re lay turf on 66mtrs of lawn. in Fareham North West

Job description:I have approx 66mtrs of lawn that will not grow, had it turfed about 4 years ago and a year later you could still lift the turf because it had not taken. I have been told there are no nutrients in the soil and it would have to be top soiled and turfed.
