My pond requires some work to make it waterproof. in Fenwick

Job description:The liner comes up to a course of block work which is cemented on the liner. there is then 2 course of 50mm Sq granit block to the path level that circles the pond. The water level currently sits to the top of the liner, however i would like it to come up another 100mm or so to the top of the first block or the level of the bottome of the first granit block. I'm wondering if it is possible to use a sealent or bitument paint to waterproof up to this level?
