Putting up fence and poss removing mound in Plymstock Dunstone

Job description:we have a mound that ajoins our neighbours garden- we own all borders- we would like to create more privacy in our garden so would like a fence to be put up between the two houses. we dont know if it is possible to put a fence on top of the mound- this would be the easiest thing to do or whether the mound would have to be removed and then a fence put up
