To transform the bottom of my garden from wasteground to a relaxing sun-trap. in Penygarn

Job description:My back garden is currently fenced off to stop my dog escaping and to block the view of the wasteground at the foot of the garden. The concrete wasteground runs parallel to the back of a set of private garages and is accessible to the public hence why it has become subject to fly-tipping recently. It is approx 10m wide by 5m long and approx 2-3ft drop from current garden. I wish to raise this wasteland to the same level as the current garden to increase the size of the whole garden. I need a retaining wall built to be filled with hardcore and levelled off for a paved/chipped finish and to cover the sight of the back of the garages finish the back retaining wall with decorative blocks or fencing.
