Hedge removal and replace with a fence 6'/6' panels in High Green

Job description:we have a bush hedge going all the way down the side of the garden which runs along a public footpath, the amount of hedge removal and fencing required is about 60' by 40',as it's along the side of the footpath the work either needs to be carried out quickly or as part of the bush is removed to be replaced with some fence panels as to keep some privacy to our garden and also keep the dog from escaping. there is a lot of hedge to be removed as it is thick in width and about 6 n half feet high. we were wondering if its possible to cut deep into the hedge so to keep some hedge on the footpath side which could provide a bit of protection to the fence or doing that would the bush start to grow back into the fence and damage it over time.
