Had a new timer wired on my gas heating which hasn't been correctly wired in Trinity

Job description:Had a new timer fitted last year, which has not been wired properly. The timer is on 24/7 for the hot water as I can't set it to come on auto. Also the heating is only controlled by the thermostat manually in the hall and the 3 way port will not heat up both hot water and heating at the same time because of this. The timer is a honeywell ST699. I had a electrician wire it in last December, but unfortunately he was not qualified (which I found out afterwards, when I asked him for the certification for the work) I'm not sure what the costing is for do this job, that's why I put nothing in the budget. I only wanted the new time put in as the old one was ancient.
