Carry out a check on oil fired central heating, advise if performing correctly in Barrow on Trent

Job description:We would like a quote for an OFTEC registered person to carry out a check on oil fired central heating (Worcester Bosch boiler), advise if boiler & radiators are performing correctly, potentially carry out any minor adjustments if required (or quote for the work required). Issues/reasons for concern/notes :- Several radiators have large and/or inconsistent cold patches in the lower part of the radiator, despite all radiators being bled several times, Radiators where the greatest problems appear all tend to bleed black water whereas those that heat up well all bleed clear. All Radiators were flushed less than 6 months ago Oil usage is massively exceeding expected use - 1500litres since purchased end of September, heating not on or barely on throughout October, so only really been in use since November, heating is currently on a timer, set to come on at 5.40am-10am, then again 4pm-12pm, thermostat downstairs set to 18-20 and upstairs set to 15, daily useage based on these timings is measuring at 1.5l per hour. Would like to rule out whether there is an actual problem with the system, or is just the normal consumption of this setup (and therefore we will need to look at how to minimise consumption), would also like to eliminate if there is a potential oil leak or other concerns.
