3 radiators staying cold when heating is on in Hardwicke

Job description:3 radiators at front downstairs of house stay cold when the heating is on, even if we turn all working radiators off. They've been bled and valves checked previously, no change. Combi boiler is about 8 yrs old, and works fine. Thanks.
