Blocked pipework. in Central

Job description:Plumber/heating engineer been out twice now and charged for putting a chemical through pipework. Still a blockage. Pipe is microbore and sunk into wall and under floor. No problem with boiler. Blockage somewhere in pipe system. Would it be cheaper to put in new pipework?
