Boiler in new build Taylor Wimpey house needs tweaking to sort a few problems in Bulwell

Job description:1. Hot water is just too darned hot - needs temperature lowering 2. 2 radiators in top 2 bedrooms only get warm. May need bleeding ? 3. Can only get hot water by turning on the central heating as well I think this is more of a set-up issue than anything else. The house is let out to professional people who have probably 'fiddled' in the past. There was also some work done thrugh hr managing agent in the Summer but I do not think it was done particularly well
