Heating not working in 2 rooms and hot water thermostate not working in Gotham

Job description:2 rooms everything seems to work - but there is no flow of water to these 2 rooms as the pipes are cold. I think the manufactirer of the manifold is iso therm. The hot water tank also seems to be constantlt vety hot. Changing the thermostat seems to make no difference
