Balancing heating system (underfloor downstairs, radiators upstairs) in Stoke Poges

Job description:Have a large floor area downstairs that has underfloor heating. But to get enough flow upstairs to the radiators, I have had to turn the flow downstairs almost to zero. Need some advice on how best to balance the system I think.
