Remove metal washing line post from concrete block in grass in Dunfermline Central

Job description:We are trying to remove a metal ground post for a washing line from the garden, but it is buried in such a hard concrete block that it is impossible to remove as we cannot break the concrete. I think some sort of blow torch might be the only way to remove the metal pole?
