Decorate hallway. Remove and re-wallpaper in St Annes Park

Job description:I have started to strip wallpaper from walls but finding it difficult and have been damaging wall underneath so need it done properly! Not sure what the surface is underneath (plasterboard maybe?) but it looks like its just cardboard and bits have been coming off when using steamer/scrapper so don't know if I can wallpaper straight onto the surface now as not smooth. hallway is roughly 48 ft but that includes 6 doorways. Not yet bought any wallpaper.
