Decorate lounge/diner in Rushey Mead

Job description:To decorate our through lounge/diner. approx. 24 foot x 12 foot at widest part (narrows to 9 foot) There are three painted doors and patio doors to the lounge and a window and door to the dinning area.there are two walls to decorate and alittle above the windows as these are floor to nearlly celling.We would like to paint the room but are not sure if the walls are too bad to paint as at the moment they are papered. Therefore to cut down on cost and work we would paper.We would like advice on which would be the best way forward especially in respect of cost.We are not in any hurry but ideally would like it to be completed in may but are willing to wait for a good decorater.
