Paint or wallpaper dark red small/medium bedroom in Kennington

Job description:Either repaint a dark red small to medium sized bedroom or wallpaper depending on cost. The walls have been written on in places with black permanent pen and so I am not sure if a light colour paint will ever cover the dark red and pen!
