Bathroom Ceiling stripped of Artech and re-painted in St Budeaux

Job description:Our bathroom is approx 2metres by 4metres. We are currently having a problem with damp on the ceiling which is causing black mould. We are in the process of having a new fan fitted and would like the ceiling re-painted. It currently has artech on the ceiling but this looks like it is peeling off. Possibly needs specialist damp paint and treatment ?? but not really sure, happy for any suggestions. There is no window and 1 door.
