Bathroom in victorian house with woodchipped walls & ceiling needs skimming. in Brislington

Job description:Bathroom needs skimming, to get rid of the woodchipped walls & ceiling so I can paint it white and stick in some spotlights, but the plaster underneath is very old so not sure if it will all come off if I try and take off the wood chip, the ceiling is rather uneven and bulging. I'd like a professional opinion and a quote for the work.
