Skimming over old artex ceilings. in Woodnewton

Job description:House was built c. 1997 with artex ceilings in every room. Looking to get them all cleaned up to a smooth finish. 7 rooms/areas downstairs and 7 rooms/areas upstairs. Approximate ceiling area of 77m2 on each floor. Some rooms have basic covings we'd like to keep (or replace price dependent). Would also consider an approach to attach thin plasterboard to the ceiling to then be skimmed over if this will produce a better finish. House is currently totally vacant.
