Plastering bedroom in Creekmoor

Job description:bdroom 12x10 with a medium window and one door, narrow coving (not sure as to keep or not) The wallpaper was removed to leave bare plasterboard. I skimmed it with a base coat and painted however the paint has all cracked and is chipping off. I would like an estimate for how much it would cost to rectify.
